You can invite an unlimited number of guests to the meeting. However, guests have no access to the system. They receive an email invitation with the meeting details as date, time, and location. You can take guests' attendance during the meeting and share minutes of the meeting with them anytime via email.
On the Enterprise Plan, you can add new users in the meetplace, as "Guests," with limited access to the meetplace. Read more about guests accessibility to the meetplace.
